Digital Lending and the Challenges of Data Protection in Nigeria’s Financial Sector

A healthy financial services sector remains critical for the sustenance of social and economic development of any nation, as it guarantees easy access to finance for developmental purposes. One of such ways of accessing finance is through lending from financial institutions, which are mainly the conventional banks, but the tide is now changing owing to the disruptive effect of Covid-19 pandemic. There became the need to leverage on innovative technology in the Nigerian financial sector to rapidly move from the analog-based financial services to a technologically driven financial sector where services are rendered faster, easier and more accessible to the overall benefit of customers, investors, businesspersons and other stakeholders. The advent of Covid-19 pandemic and the subsequent lock downs during the period further exposed the vulnerability of the Nigerian financial sector, as access to funding became a challenge to most investors and businesses. To address this unforeseen challenge, the ingenuity of technological innovations was further deployed giving rise to digital lending services (popularly known as loan apps), which hitherto were nonexistent in Nigeria prior to the emergence of Covid-19. Digital lending entails the method of applying, processing, and granting loans with the aid of digital channels where lenders place reliance on personal data of customers accessed online or provided by such customers, to make credit decisions, for the benefit of a customer. As digital lending service is no doubt laudable, it came with associated fresh challenges, which included violation of customer’s privacy rights and data protection. The focus of this paper, therefore, is to examine the concept and practice of digital lending in Nigeria, its legal framework and the challenges of customers data protection and privacy rights in Nigeria. The researchers will adopt the doctrinal legal research method wherein reliance will be placed on primary and secondary sources, and based on the findings, certain recommendations would be made.

A Development of Human Capital in the Context of Health and Safety Management in Construction

In construction industry Occupational Health and Safety (OHS) involves the development and implementation of measures to ensure the socio-economic efficiency of enterprises. By creating a safe work culture and environment for workers OHS is considered to raise human dignity in workplaces. As human capital develops to a high level it combines legal, social-economic, organizational-technical, sanitary-hygiene, and treatment-prophylaxis at workplaces. Current research states the human capital development approach from three aspects: health (state of health, occupational health, sanitation, and hygiene); knowledge (education, like-mindedness, mentoring, training), and professional skills (esteem, skills, skills, professional development) from the digitalization prospectives. The econometric methods involved are Latent Class Analysis for accounting the cross-sectional relationship and post estimation concerns in the data. The results denote the hypothesis were proven OHS investment has a positive effect on work personality in the construction industry and Organizational performance has a positive effect at work_experience and flexibility of the workers in the construction industry. Besides, another finding in this study shows that work effectiveness has a positive effect on OHS_investment and flexibility in the construction industry. Therefore, these findings necessitate the human capital in the context of health and safety management in construction industry. More importantly, human capital development should be prioritized for transforming the curse of the natural resources into blessing for these nations. Therefore, we recommend that the researcher and policymakers should promote human capital development regulation in construction sector from the digitaliztion prospective.

A Study of Shrinkage Estimators for Reliability Function and Variance Properties

A variety of shrinkage methods for estimating unknown parameters has been considered. We derive and compare the shrinkage estimators for the reliability function of the two-parameter exponential distribution. Simulation experiments are used to study the performances of these estimators.

Enhance the Performance of Bus Rapid Transit (BRT) through the Evaluation of Alternatives under an Integrated MCDM Neutrosophic Environment

As a method of transportation, the bus rapid transit system (BRT), also known as BRT, has a greater occupancy rate and is better suited for travelling over longer distances. Evaluating the performance of potential alternatives is necessary because of concerns over sustainability and the need to improve BRT's performance to increase customer satisfaction. On the other hand, criteria that are predicated on the fundamental idea of the emission performance of BRT call for ambiguous or indeterminate expert evaluations to be addressed using single-valued neutrosophic sets (SVNSs). An integrated paradigm for making decisions based on several factors is shown here. To evaluate and rank the solutions, we used a measurement of the different options available and ranked them with the Neutrosophic MARCOS method.

Enhanced Template Protection Algorithms Based on Fuzzy Vault and Cuckoo Hashing for Fingerprint Biometrics

Biometrics provides better authentication. Unprotected biometrics is open to attacks from intruders as stolen biometrics may not be revocable. Although there are several points where attacks can be launched on biometric systems, template databases are said to be the most frequently attacked. When a template database is attacked, attackers can add fresh templates, modify the existing ones, copy or steal templates and later construct a spoof from it or replay it back into the biometric system to impersonate a genuine user. Several template security systems have been presented in the literature to secure biometric templates. Fuzzy vault, as proposed by many researchers is, to some extent, one of the best algorithms to achieve template protection as it has good security. Fuzzy vault, however, lacks irreversibility, revocability, and diversity. To address these disadvantages and strengthen fuzzy vault, this study combines a noninvertible feature transformation template protection algorithm known as cuckoo hashing that possesses irreversibility, revocability, and diversity properties with a fuzzy vault for privacy. The study used fingerprint biometrics as it is widely used. The proposed algorithm was implemented in the MATLAB 2016a environment using FVC 2004 DB1 fingerprint public database. The proposed algorithm recorded a FAR of 0.01% and an FRR value of 0.09% with an EER of 0.05%.
